Reed’s decision will trigger a special election between 70 and 90 days from now under the old 2010s lines. The seat had been eliminated in the original Democratic map however, there is a reasonable chance a GOP-winnable open seat will fall out in this region once the special master map is released. NY-23 is a currently R+9 seat roughly coextensive with the Southern Tier region in the southwest part of the Upstate. Tom Reed (R) announced today he would resign from his Upstate New York congressional seat, ahead of his planned retirement at the end of this year, to immediately take a private sector job.
